Republicans say they can sell the Ukraine deal to voters as a business arrangement or a moral obligation—or both.

Ukraine's parliament will hold a vote on May 8 to ratify a minerals deal signed with the United States earlier this week, a lawmaker said on Friday, while two other documents pertaining to the agreement will not need to be ratified.

The agreement could provide a windfall to the U.S., but the resources will be expensive to extract, and any progress is unlikely while the war rages.
